City  Government

Foster City is a "General Law" city , meaning that we operate by the standard governing rules that are set up by the State of California for cities in our state. There are five elected City Councilmembers who serve the city on a part-time basis, and all of them serve the whole City (they are not elected by district). The daily operations are over seen by our City Manager who reports directly to the City Council. The City Manager is appointed by the City Council. Our current City Manager, Kevin Miller, has been City Manager since 2015. If you want to know more about what our City Manager does, follow the link under the City Departments menu above.
